
This only matters if you want to play games that only run on newer versions of MAME. Older romsets aren't necessarily bad, as long as you understand there are less games available to play. Based on my own testing, with my own romsets, I've found MAME2016 to be the best balance between supporting more games, but still running fine without overclocking. The pi4 is newer, of course, than the pi3, and has a more powerful CPU, so it can handle newer versions of MAME. So for lower power devices, older versions of MAME are often best, because the CPUs are too low power to handle newer code. The main downside of newer versions is that it requires more CPU. The most recent version of MAME is 0.234, so it's obviously come a long way from 0.78.

Each new version fixes some previous problems and adds new games. MAME2003 is just one of those versions (based on 0.78). MAME is an emulator with many, many versions.
